In recent years, the home decoration industry has seen a series of new regulations aimed at improving quality and transparency. This year, several key standards have been introduced or are expected to be launched, including the "Family Interior Decoration Project Quality Acceptance Criteria," "Family House Decoration Quality Acceptance Criteria 2013," "Home Industry Business Service Standards," and "Home Room Cabling Design Guidelines." These guidelines aim to bring clarity and consistency to construction quality, detailing specifications, and acceptance procedures. One major focus of these new rules is to regulate unfair competition within the industry and curb low-cost bidding practices. The "Home Furnishing Industry Service Standards" now state that the actual cost of a project should not exceed 8% of the pre-agreed contract price. According to Wang Xiaobing, deputy general manager of a leading decoration company, this regulation helps prevent unscrupulous companies from offering low initial prices only to add hidden costs later. For example, previously, some firms might offer 30,000 yuan but then charge an extra 10,000 yuan during final settlement. Under the new rules, such practices will be more strictly controlled, though the total cost remains essentially the same. The introduction of these standards also encourages better contract management and more accurate initial quotes. It pushes companies to be more transparent and professional in their dealings with clients. Another significant change involves raising process standards, which could lead to higher overall costs. While similar standards existed as early as 2003, the newly revised "Family Room Decoration Quality Acceptance Criteria 2013" has updated many outdated processes. New techniques and materials have been incorporated, along with stricter inspection methods and environmental protection requirements. For instance, traditional cement tiling methods for walls are being replaced by more advanced thin-set tile techniques, which are more expensive. Although these new standards are not mandatory, they signal a shift in the market. As a result, the overall cost of home improvement projects is likely to increase in the future. The "Family Interior Decoration Project Quality Acceptance Criteria" was developed by the Housing and Urban-Rural Development Department’s Housing Industrialization Promotion Center and is considered a national standard. It covers areas like walls, floors, waterproofing, doors, and windows, with specific requirements for kitchens and bathrooms. The "Family Room Decoration Quality Acceptance Criteria 2013" was drafted by the Beijing Building Construction Committee and the Beijing Building Decoration Association. Compared to the national standard, it sets higher technical and detail requirements, simplifying outdated methods while introducing modern ones. Environmental protection and process inspections are also emphasized. The "Standards for the Operation and Services of the Home Industry" were issued by the Ministry of Commerce and will take effect on September 1st. They cover terms, definitions, sales, and service standards for the home industry, applicable to businesses involved in sales and service operations. Lastly, the "Code for the Design of Domestic Cabling" was jointly created by the International Copper Association and the All-China Federation of Industry and Commerce's Furniture Industry Association. It has been approved by the China Standardization Association and is expected to be released in the first half of this year. These developments reflect a broader effort to improve the professionalism, quality, and transparency of the home decoration sector, ultimately benefiting both consumers and industry players.
