On April 24th, the most stringent "Environmental Protection Law" in Chinese history was passed during the eighth session of the Standing Committee of the 12th National People’s Congress. This new legislation significantly enhances the authority of the Ministry of Environmental Protection and imposes stricter penalties on environmental violations, including shutting down polluting enterprises and confiscating their equipment. The number of legal provisions has increased from 47 to 70, with no room for leniency in the establishment of polluting factories. The law will come into effect on January 1 next year, marking a major shift in environmental governance. In Zibo, Shandong Province, the ceramic industry is expected to face heightened environmental pressure due to this new regulation. In recent years, the local government has already taken steps to improve environmental compliance among ceramic companies. At the start of this year, it introduced a deadline-based environmental management policy, setting strict standards for emissions control, raw material storage, coal quality monitoring, dust management, wastewater treatment, and more. Several non-compliant companies have already been ordered to halt operations for rectification. With the new law in place, enforcement is likely to become even stricter. Yu Zhaochun, director of the Zibo Environmental Protection Bureau, explained that previously, many manufacturers had weak legal awareness and were only fined or warned when they violated regulations. Now, under the updated law, companies that fail to obtain a pollution discharge permit will be ordered to stop discharging pollutants. If they refuse, responsible individuals may face detention. “In the future, companies that don’t follow the rules could face serious legal consequences,” said Yu. Another key change in the law is the introduction of daily fines for non-compliance. If companies fail to address environmental issues within the set timeframe, penalties will accumulate on a daily basis, with no upper limit. “This high penalty system will push companies to take pollution control seriously and act quickly,” Yu added. The push for cleaner production and stricter environmental policies has accelerated Zibo’s transition toward sustainable ceramic manufacturing. Many companies are now investing in advanced pollution control technologies and energy-efficient products. For example, Shandong Yike Energy Saving Technology Co., Ltd. has developed a dry-process milling technology that saves over 4,771 tons of standard coal annually per production line, achieving a 60% energy-saving rate. Zibo Vickers Ceramics has introduced zirconium-free ceramic tiles, reducing production costs by 10% and resource consumption by 12%. Meanwhile, Zibo Senna New Material Technology Co., Ltd. has improved its grinding systems by using high-aluminum balls, cutting ball wear by over two-thirds and reducing grinding time by 20%, which boosts productivity and saves energy. Looking ahead, the Zibo Environmental Protection Bureau is preparing for the implementation of the new discharge permit system. According to Yu Zhaochun, the bureau is conducting detailed investigations to identify all entities that emit pollutants, what types of pollutants they release, and the volume of emissions. This preparatory work will help allocate emission quotas effectively and ensure that only compliant companies receive permits. As a result, the Zibo pottery industry may soon see a new wave of environmental enforcement actions.
