Heze serves as a microcosm of Shandong's long-term goals and practical foundations for fire protection. In recent years, the Shandong Provincial Party Committee and provincial government have focused on building a strong economic and cultural province, implementing the new requirements for fire protection in the Shandong Peninsula Blue Economic Zone and the Yellow River Delta High-Efficient Ecological Economic Zone. They have carried out assessments of firefighting equipment and public infrastructure, re-planning the layout to align with economic and social development.
Heze City has seen significant improvements in its fire department, with advanced equipment like 40-meter ladder trucks, 53-meter high-reach vehicles, and fire-fighting robots now in operation. Training centers, simulation facilities, highway rescue systems, and comprehensive emergency bases have been established, marking a major leap in fire logistics support.
Liu Hai, the Political Commissar of the Provincial Party Committee, emphasized that the fire brigade will enhance investment, optimize equipment structure, and upgrade technology to match the level of economic and social development. Wang Guoshe, head of the provincial fire brigade, highlighted the importance of logistics equipment as the foundation of combat effectiveness, stressing the need for governments to focus on infrastructure and ensure social stability.
Modern firefighting relies on a perfect blend of personnel and equipment, and logistical support must keep pace. Fire brigades across the province are continuously optimizing their equipment, focusing on practicality, forward-thinking, and precision. Experts from the Ministry of Public Security noted that Heze faces growing risks due to rapid industrialization and urbanization, requiring more advanced equipment to handle dangerous chemical fires and other emergencies.
In response, Heze has invested heavily in upgrading its fleet, acquiring 2 fire-fighting robots, 9 high-spray vehicles, 12 large-tonnage foam trucks, and 6 ultra-high-power foam vehicles. All units are now equipped with advanced tools, including elevated platforms, high-ejection vehicles, and multi-functional rescue units. To date, Heze has spent 147 million yuan on equipment, increasing its total number of fire trucks to 128 and equipping over 5,700 special tools and 10,320 personal protective items.
Captain Weng Xin of the Dongming County Fire Brigade reflected on the progress, noting that the team’s equipment has evolved significantly in just 10 years. He expressed confidence in responding to any fire incident with modern tools.
Heze is not only a model but also a catalyst for change in Shandong’s fire protection system. The province has transformed how fire funds are managed, directly linking provincial and municipal governments to ensure effective resource allocation. As a result, governments at all levels have increased investments, enhancing both combat and support capabilities.
Funding has become a key factor in improving fire safety. With rapid economic growth and increasing disaster risks, the need for advanced equipment has never been greater. Gao Mudou, deputy party secretary of Heze Municipal Government, stressed that prioritizing fire safety is essential for sustainable development, warning against the cost of neglect.
Over the past three years, Heze has allocated 347 million yuan for fire protection, supporting economic growth and urban expansion. The city has also built 6 new fire stations, bringing the total to 14, ensuring better coverage and faster response times.
The provincial government formed an expert evaluation team to assess fire equipment needs, involving officials from finance, urban planning, and public security. Experts from the Ministry of Public Security were also invited to provide insights, ensuring a scientific and comprehensive approach to equipment optimization.
With strong government support, Shandong has developed fast-response, well-equipped fire teams capable of handling complex emergencies. The provincial fire brigade has implemented efficient financial management, saving millions through careful budgeting and centralized procurement.
Jinan and Qingdao have integrated resources like traffic police and power supply to create smart command platforms, improving real-time coordination. Meanwhile, fire stations across the province have started small-scale agricultural projects, such as vegetable gardens and livestock farms, promoting self-sufficiency and cost savings.
In Dingtao County, a fire-fighting farm combines farming, animal husbandry, and aquaculture, providing fresh produce for local firefighters. Huang Qianliang, head of the Heze Fire Detachment, plans to expand this initiative, creating a more efficient and sustainable system for the city’s fire force.
