On June 16, 2013, the National Energy Administration held a meeting with seven provinces, three municipalities, and four planned cities to discuss the development of distributed photovoltaic power. The meeting required the energy bureaus of the seven provinces and seven cities to finalize their implementation plans by July 10th, with construction to start before the end of July. The seven provinces included Hebei, Guangdong, Jiangsu, Zhejiang, Shandong, Liaoning, and Jiangxi, while the seven cities were Beijing, Shanghai, Tianjin, Shenzhen, Ningbo, Qingdao, and Dalian. This marked a key step in the country's push for decentralized solar energy solutions. Shortly after the release of the "Distributed Photovoltaic Power Demonstration Area Work Plan," a new subsidy program for individual rooftop solar projects sparked excitement across the industry. Jiaxing PV Industrial Park was one of the first to introduce such a plan, offering a generous 2.8 yuan per kWh subsidy for residential installations within its 14.2 square kilometer area. The subsidy was set to last for three years, with annual reductions of 5 cents, meaning the rates for 2013, 2014, and 2015 would be 2.8, 2.75, and 2.7 yuan respectively. Behind these high subsidies, several companies revealed that similar programs were being developed or had already been launched in other provinces. These local incentives typically added 0.25 to 0.3 yuan per kWh on top of the national subsidy. Some industry insiders suggested that the state might eventually standardize the subsidy at 0.45 yuan per kWh over a 20-year period. Recently, a reporter from Polaris Solar PV Network learned that the government had officially released the list of approved photovoltaic industrial park demonstration projects for the first seven provinces and seven cities. The subsidy rate was set at 0.42 yuan per kWh, slightly lower than some had anticipated. The full list of approved projects is expected to be announced soon, and it will be closely watched by investors and developers alike.
