The first batch of photovoltaic industrial park project directory has issued a subsidy of 0.42 yuan/degree.

In the wake of the Golden Sun project's conclusion in 2013, China shifted its focus to distributed photovoltaic power generation, marking a new phase in the renewable energy sector. On June 16, 2013, the National Energy Administration held a meeting with representatives from seven provinces and three municipalities, as well as four planned cities, to discuss the implementation of the distributed photovoltaic power demonstration area initiative. The meeting urged these regions to finalize their implementation plans by July 10th, with projects expected to begin construction before the end of July. The seven provinces involved were Hebei, Guangdong, Jiangsu, Zhejiang, Shandong, Liaoning, and Jiangxi, while the seven cities included Beijing, Shanghai, Tianjin, Shenzhen, Ningbo, Qingdao, and Dalian. This move signaled a growing commitment to decentralized solar energy solutions across key economic hubs. Soon after the release of the "Distributed Photovoltaic Power Demonstration Area Work Plan," a groundbreaking subsidy program for individual distributed photovoltaic projects was introduced, sparking excitement throughout the industry. One of the most notable examples was Jiaxing PV Industrial Park, which announced a generous subsidy of 2.8 yuan per kilowatt-hour for residential solar installations within its 14.2 square kilometer area. The subsidy would last for three years, with an annual reduction of 5 cents, meaning the support for 2013, 2014, and 2015 would be 2.8, 2.75, and 2.7 yuan per kWh respectively. Behind this high-level support, several companies revealed that similar subsidy programs were being developed or had already been launched in various provinces. These local subsidies typically added between 0.25 to 0.3 yuan per kWh on top of the national support. Some sources even suggested that the state might eventually set the long-term subsidy level at 0.45 yuan per kWh, with a 20-year time frame. Recently, a reporter from Polaris Solar PV Network learned from an official source that the first batch of photovoltaic industrial park demonstration projects had received approval, with a subsidy rate of 0.42 yuan per kWh. Although slightly lower than some expectations, this move marks a significant step forward in supporting large-scale solar development. The detailed list of approved projects is expected to be released soon, offering more clarity on the future of China’s distributed solar energy landscape.
