Examine the "big guys" on the construction site and classify and supervise

As more key projects and construction sites emerge, the public is increasingly concerned about how to ensure their safe operation and minimize potential impacts. In the past, there have been incidents where construction machinery collapsed, causing damage to vehicles and raising safety concerns. In response, a Herald reporter learned from the Municipal Bureau of Parks that starting from the 12th of this month, a new round of rectification will be launched for municipal engineering projects within the city. This initiative aims to prevent collapse accidents and reinforce safety measures across all relevant enterprises in the municipal area. The Secretary has taken a direct "command" role in implementing a classification-based supervision system. The focus of this rectification is on the "big players" most prone to errors and accidents—such as cranes and scaffolding. These are now key targets for inspection and remediation. According to the guidelines, construction site cranes must pass rigorous checks, including the acceptance system, rails, safety devices, and wire ropes. All such equipment will be thoroughly inspected on-site to identify and resolve any issues. Similarly, scaffolding, formwork, steel tubes, and other materials must undergo testing. During this period, from May to September, all construction units are required to conduct self-inspections and make necessary corrections. From September until the end of the year, key projects will be re-examined. "In addition, large-scale machinery at construction sites will undergo full inspections," said an official. "Every aspect—from approvals to material standards and on-site construction systems—must meet strict requirements." Each construction process will be subject to on-site inspections and immediate corrective actions. To ensure long-term effectiveness, the city has established a normalized mechanism for safety risk management. A special rectification team, led directly by the Secretary, is currently in place. By the end of the year, all municipal enterprises will be aware of their responsibilities. Based on the nature of each enterprise, industry, location, and safety status, they will be supervised at different levels to identify and address potential hazards. Moreover, this effort will be incorporated into performance evaluations. Enterprises are required to log into the “Digital Safety Supervision” system every quarter and report their self-check results. Any existing issues will be monitored until fully resolved. It is expected that by 2016, this standardized safety risk management system will be implemented citywide, covering key industries and enterprises. This initiative marks a significant step toward ensuring safer construction environments and greater public confidence.
